The Six Control Layers
Premiership.Team enforces structured governance through six sequential control layers:

Every participating Agent has a defined identity associated with a participating organisation.
Authentication
The Agent must prove its identity using valid cryptographic credentials.
Capability
Its approved system capabilities are declared and registered in the Safety Passport.
Permission
The system determines which declared capabilities the Agent is actively authorised to exercise.
Monitoring
All material Agent activities and tool invocations are logged and monitored in real time.
Human Authority
Consequential actions remain subject to defined human authority and escalation controls.
Graduated Authority Model
Not every football Agent requires or should receive the same authority level. Premiership.Team enforces a five-tier graduated model:

Every Agent must be stoppable. An authorised operator can immediately suspend or revoke a participating Agent when necessary.
An emergency intervention instantly executes the following protocol:
- Suspend the Agent and revoke credentials.
- Disable access permissions and block authorised tools.
- Terminate or quarantine active workflows where technically possible.
- Prevent further participation in the governed environment.
- Alert the responsible human and create an immutable incident record.
Reinstatement following a serious incident strictly requires appropriate human authorization.
